Double pumping brakes required to stop... V70-XC70 1998

With 49k miles, my '98 V70 has weak brakes. The peddle goes nearly to the floor and requires a second pump to panic stop. Dealer bled the brakes and said all is OK but 1 month later, the same problem appears. My guess is a master cylinder but it could be a brake cylinder too. Is there a way to diagnose it before just replacing parts? Any ideas on what else it may be?
