Turbo Noise - Recently Replaced with Volvo Remanufactured Unit 850 1997

I have 1997 850R which has recently had the Turbo replaced with a Volvo remanufactured turbo. This one seems a bit louder on hard accelaration. The main noise that I am hearing that seems not normal is during accelaration when the turbo is applying boost if I let of the gas I get a fluttering noise. It is very noticeable with the radio off. I took it back to my indie shop whom I use for big jobs and he stated it was the wastegate noise. Problem is I never heard this with my original turbo.

I need information that we help me deal with them on what it could be, because it drives me nuts.
