If VIP, they only pay the dealer the labor time based on warranty book time which I believe might be about 0.8 hr per side (not much really). The upper bushings might cost about $36 each so yes, although most dealers and other shops everywhere normally charge at Chiltons or Motor suggested labor times when out of warranty as that's a more realistic time (or should be close), most states have no legal regulations on labor or parts costs so can legally charge whatever they think is fair (or what they want to charge). If one signs the paperwork, it's legal. Anyone in any business should at least try to stick close to realistic labor book times and be competitive to other dealers nearby. IMO, $500 would be a bit stiff IF that's all that was to be replaced at the time.
