It is foolish to judge the whole Volvo dealer network on the basis of one bad experience.

The local dealer service department is so bad that I wouldn't trust them to correctly lubricate the door hinges. The one an hour away, Dwyer & Sons, provides exemplary service.

The problem is that VCNA doesn't seem to care whether a dealer is good or not. Ford/Volvo is foolish. A satisfied customer tells his friends, a dissatisfied customer tells anyone who wil listen.
