rough idle (Bosch Idle Control Valve) 850

My 93 850 with 96k on it still has a rough idle,
to date I have replaced the following parts to try to fix this,

cap
rotor,
volvo plugs
wires
fuel filter
flame trap,
tried fuel injector cleaner,


know I am going to try a new idle control valve, (any thoughts, am I wasiting
money buying this part?? the other day I noticed it took a while for
rpms to drop below 1000 after I reved it.


also I hear a hiss coming from around the area of the idle control valves,
Its hard to tell if its a vacume leak, elbow and hoses look good.

any help would be great
