WateGate tuned too much? 850

I had a problem last month when I couldn't get any boost. I brought it to the dealer and they found that the rod came off the wastegate because the C-Clip/Pin was missing. They attached it and threw a new C-Clip/Pin in there to secure it. Since then my performance has degraded. Could it be they shorted the rod too much? What is the best way to properly readjust the wastegate? Should I get a boost gauge to do it properly? What type? Are they all accurate? What should my Boost go to? I have an IPD ECU.
