how do you adjust the hood latch? V70-XC70 1998

When I pull on the handle only the passenger side latch opens/unlocks, and I have to pull on the handle a second time for the drivers side to unlock.
Is there an easy way to adjust the latch or is it the handle that needs tightening, if so how to do it.
