Sounds like a good plan to me.
If you have access to a contortionist with small hands, you can use 1/4" blade terminals inserted into the relay socket to take advantage of the factory wiring to the fog light mounting areas. That way, you won't have to drill any holes in the firewall, or run any new wires from passenger to engine compartment.
Radio Shack sells a Bosch 12V automotive relay for $6 that is virtually identical to the Volvo relay.
