1998 s70 winter package poor gas mileage S70

Hi, bricksters. My problem is gas mileage. I just had 65,000 mile service and timing belt changed along with two motor mounts. My check engine light was comming on every now and then, but only in local driving. The dealer said it was oxygen sensor. I went ahead and replaced it. Now the light comes on and it is the same code. My gas mileage went from 23, 24 around town 27, 28 highway to less than 19 in the city and 22 highway. One of the mechanics said to change the coolant temp. switch. He thought it might be sending a cold signal to ECM. Right now I don't know who to believe. Need some good input. Thanks all.
