Roofrack from Volvo (looks like Thule) 850 1994

I bought a used Volvo roofrack. The seller bought it from the dealership, and it looks like Thule brand, but has black plastic covers that protect the "fit kit" clips where the locks can go.

I can get the rear rack to secure to the roof very rigidly, but the black plastic cover will not "snap" closed like it should. Any suggestions? I can see that the part that snaps into the hole in the clip is too low to line up with the hole. Arghhhh!
