Timing Belt at 140K+ Miles 850 1996

My personal mechanic recommends that I do my second timing belt change now that I have 140K+ miles on my '96 850 wagon. However, he also recommended changing cam and crank seals, which he cannot do (needs a special tool?). My local Volvo dealer says the seals don't go bad, but recommends a new water pump at that mileage. Total cost (parts, labor, tax) is $515. Is this reasonable ? Does the water pump tend to fail after 140K+ miles ?
