No boost past 4000rpm C70

Ive recently purchased a 99 c70 coupe 5spd hpt. It was dealer certified used. I'm wondering if it is normal not to get consistant power in acceleration past 4000rpm. If I accelerate past 4krpm it seems like i loose all boost. is this indicative of a problem with the waste gate? I am new to the c70, but am a veteran of the 850 n/a...basically the same engine.
