Tire and window question.... 850 1995

I have a quick question about what tires i should get for my 17inch rims i have if i could remember right i did have 215/50 or 55/17 on my rims when i bought them from my friend... i had them on before winter and they would rub the wheel wells when i hit bumps in the road or whatever. I was tryin to find out what size would be good so i don't have this problem when i go to put them on again.

Also my front drivers side window has no problems going down but when i go to put it up it like slows down when it gets about half way up or its just slow overall has anyone had this problem and do you have a solution?
