Only the front brakes work? 850 1997

Hello all - Well it appears I have my first issue with the new addition; It appears that only the front brakes are operating normally. When braking from 45+ mph, sometimes the brakes "howl" a little, but no pulling to either side. Tonite on the way home a friend that works for DOT told my wife it looks like the rear brakes aren't working, and sure enough there is a very light dusting of rust on the rotor face (the pads are not engaging). No check/service lights illuminated; Where do I do my first checks? Thanks in advance - Kevin
