Stiff steering V70-XC70 1998

I have a 98 V70 GLT with 125,000 km on it. Recenctly, the steering has become notchy or stiff in parts (more then once every rev of the steering wheel). On center is OK, but is stiff both sides of on center. It is most prevalent at slow speeds and is hardly noticably above 40 kph. Also, it seems to come a go to a certain degree, but seems to be getting worse in general. The problem is the same when the front of the car is raised off the ground and even without the engine running. Recently, it has had the power steering and transmission fluids flushed replaced, as well as the left inner & outer rod ends and right lower control arm. All of this was done after the problem started and was done by a dealer. I am thinking it is a problem in the rack, or a suspension related problem. Any help is appriciated.
