problem with idle speed 400 1992

That's possibly it, yes...

For '223' my manual lists:

"Wiring problem to idle control valve or throttle switch, or malfunction in these devices. Check and replace if faulty"

Just to verify you may want to check on the throttle switch connector if it does open and close properly and the throttle position makes the resistance change.

Still.. It may be a good idea to visit a breaker's yard and pick up an idle control valve and perhaps a throttle body and swap them. Should not have to cost much.
