I'm new at this board but my new '00 s80 surges at idle and its b/c the AC clutch engages and disengages. I think this is common(normal) but the cycle time may be to frequent meaning your AC may need attention. My cycle differs with the temp as it should but generally cycles at about 15 second intervals.
