A/C Question 850 1997

I have a 97 850 with 116K on it. I wanted to recharge the A/C myself, but was unsure about one thing: When I go to check the pressure in the system with the A/C off, it shows ~60 psi on the low side (I connected to the coupling near the right front headlight). With the A/C on full blast, it cycles between the low and high marks for a properly charged system (20-45ish psi, I seem to remember). It runs, gets to 20, shuts off, charges back up to the high end, runs, etc... cycling over and over.

1) Do you suggest I get the system COMPLETELY evacuated first?
2) Does it sound like it's over or undercharged, or is it already OK?
