Thanks! Here are my responses:

1) Nope haven't added refrigerant yet.

2/3) Yep, the outside air was maybe not quite 75, more like 65, but the ECC was set to it's lowest, so it was running full blast, just cycling like crazy.

I'll see aboiut getting it evacuated. It annoys me because last year I had it serviced at a Volvo dealer and they supposedly recharged it for me -- the same place that supposedly replaced the evaporator. Long story. In short, I'm not sure they did the work (either the recharge of the evap).
