Brake Shims 850

I had my brakes redone about 2 years ago at a Non-Volvo place. They have always squeaked and now they even have a little pulsing to them like the rotors are warped (even though they were new rotors). I have brought them back to the place and they have made adjustments, but I have exhausted the patience/expertise.

I have briefly looked on this forum for brake issues and noted people talking about Shim Kits. Can someone explain what these are and if they might help me get rid of my brake problems? If not, does anyone now a good independent mechanic near Putnam, CT? I have not had good experiences with dealers.
