AC Compressor Clicking, but system fully charged 850 1994

This is my first post, this board is GREAT. I read all the posts about a clicking compressor and that usually means your low on freeon. Well I went and bought a guage to check the level and some freeon. The guy said the system should be at about 25-27 PSI's, I checked my system and it was at 45 PSI (Engine on, AC on full blast) Not only does the compressor turn off and on while i'm driving with the AC on, the cold air stops coming out sometimes for a brief second, then kicks back on.

I really have no idea what to do, any thoughts? One more thing there comes a high pitched "squel" sometimes from the compressor while i'm driving.

2. When do you suppose to add PAG oil to the AC system, how do you know you need to?
