vibration at speed (depending on weight) 850

my 850 t5 starts to have a vibration through the steering wheel at about 65-70mph BUT it only happen when there are 4 or more people in the car!!

i have had balancing done countless times, tracking 3 times, new tyres all round, swapped tyres back to front but nothing solves the problem

has anyone else had this problem?? after doing a search i found many people have had this problem BUT it has not been associated with the weight of the car, any ideas???
