Seat Heaters Yet Again 850

I recently bought a used 1997 854 T5R equipped with the winter package from a local non-Volvo car dealer. As I discovered before I bought the car, both seat warmers do not warm up the seats even though the lights turn on when I depress both switches on the center console.

I'm planning on looking at the thermostat connectors for both seats over the weekend. However, I'm wondering if I should look at a fuse first? Is it common for both seats to go out? If the culprit is indeed a fuse somewhere, would the seat warmer indicators still light up when pressed?
