hissing purge cannister 850

My 1994 850 wagon has a 3-1-5 code after a long hard drive back from Texas. The car has 100,000 miles on it.
Upon inspection there is a hissing noise coming from the top of the black vac cannister under the front drivers side fender.It is the cannister making the noise and the vac lines are fine it is the third little extended plastic elbow(on top) that is making the noise(with the engine running of course). The little hissing bit has a removable plastic piece on it.

I am 2 hours from a dealer. Is there any fix, or can someone tell me what has happened. Is it the evap vacuum valve gone bad like Haynes says?
Just replace? and how much is a good price for one? From?

Any info would be appreciated.
