Moaning Noise when cold S70 1998

About 6 months ago we noticed a moaning noise when the engine was cold and accelerating. The noise would go away about a minute or two later. I mentioned this to a shop and they told me it might be the air pump. Would the OBDII codes identify a bad air pump or would there be another test. I'm thinking about buying a OBDII scanner. Any recommendations on a good OBDII scanner for a DIY'er.
