A/C question S70 1998

I recently purchased a '98 S70 T5 with 88k miles for $8900. The only problem I found was that the A/C does not produce very cool air at all. I have observed two additional things:

the green a/c LED remains on when I turn the a/c on, so apparently the a/c control system thinks everything is ok [at least that's what the owners manual implied]

I also observed that when the a/c is on, the compressor will switch on for a few seconds, off for about 10 seconds, on again, off again and keeps cycling.

any ideas of what I should check?? Any help is greatly appreciated!!

Thanks,
td
