Wet Floor Driver's side 850 1995

Hi Everybody... It's raining a lot in this area (Washington, DC) during the last 3 weeks and yesterday I found the carpet wet in the driver side of my car and I saw a long black rubber that goes from right to left under the wipers windshield moved so I fixed it... but this morning after another rain I found again water ... I would like some recomemdations where to look and how to fix....

I haven't drive the car in the last 3 days
