60k or 65k service questions V70-XC70

My brother has a 98 V70 non turbo and needs the big service interval done. Is that at 60 or 65k, I can't remember. He was quoted $700 something at the Volvo dealer in Ann Arbor, MI. Swedish Engineering gave me a quote of $300 for brake fluid change, anifreeze change, new spark plugs, new fuel filter, oil change. They said they don't change the tranny fluid until it is dark. That seems like a pretty crappy maintainance tactic. Should he get the timing belt replaced now to be safe? I think the timing belt is good for 70k but the car is getting 5+ years old so that hurts rubber just as bad as the miles. Swedish Engineering gave me a quote of $160 for a tranny flush and $200 for a timing belt. Is this reasonable? Is there any other things my brother should look at getting done?
