Front end noise/ ratle (supposed known faulty Strut Spring Seat)? V70-XC70 2001

Anyone had this which is supposed to be a common problem in S-80s, and the new style V70s? Supposedly this part is on top of the strut/ front shocks and gets loose/ worn and begins to rattle and vibrate when you go over bumps.

This is somewhat related to my previous post about the sway bars in that Volvo doesn't want to replace this known faulty rattling part because I have tampered with the suspension by adding sway bars, etc.

Anyone with experience in this rattle please advise (especially if you know how much it costs if I have to pay myself).
