Emission Failure Problem 850 1997

Emission Failure...I went to get my safety inspection today and much to my surprise it failed....reason too many failures on the OBDII Test. Failures included Catalyst Not Ready, Evap. System Not Ready, Air Not Ready, O2 Sensor Not Ready and O2 Heater Not ready. They said that I would have to got to a Volvo Dealer to get them corrected. I called the dealer....only one in our area and he said that they could do it the job called for three hours and would take a couple of days and the cost is $90.00 per hour. Does this sound reasonable or is there another way to do it? Thanks for any help.....Larry
PS....One other problem on the test was the third brake light was out. I tried to open it and it didn't work and the manuals didn't help either. It has two red knob at the top I tried to push them in...no luck....tried to turn them with the same results. It does have a slot in the center I tried to put a coin in it and it didn't work either....any sugestion on this problem? Thanks...Larry
