Transmission starting off in winter mode 850 1994

It seems that after I have go for at least a half an hour at highway speeds, when I exit the highway, the Tranny starts off it seems in 2nd gear, then after about going 5 feet down shifts to 1st. It will only do this after sustaining speeds of over 50 mph. Driving around town it never does it. Has anyone had this experience? PNP? Any advice would be appreciated.
