Tailgate Latch Mechanism or Lock door system is not working well Please help 850 1995

Hi guys.... I would really appreciate your input in this problem before I try to fix it. The control remote doesn't lock the tailgate, when I press the LOCK button I can hear the mechinism in the tailgate (small sound like something is moving inside) but it is still open...
At this point I use the remote control to lock the others 4 doors and then the key to lock the tailgate. If I do in reverse order (first the tailgate with the key and then the rest of the doors) with the remote control, it doesn't work...
Now I am not sure if the problem is the Latch mechanism or the lock system in the tailgate? Anyone with similar experience ?
