soaking wet black spongy pouch 850 1995

When my ac is on(which I recently recharged with a kit from local parts store)there is a black spongy covering which drips with water just behind the crankcase under the car. I imagine that this is condensation, but it seems as if it will promote rust of the components it keeps wet. Is this normal or is something clogged up. I can't find mention of it in the Haynes manual.Thanks, Larry
