I'd guess that perhaps there's debris, like a mouse nest inside your blower motor. If not, the motor is NG.
To remove the blower motor, remove the glovebox, knee bolster and r. side knee bolster bracket. Removing the r. lower dash to body screw helps get the knee bolster out.
