Headlight Wiper Stopper S70

My local Volvo dealer recently had a free diagnostic day. I took my car in for a general inspection and everything checked out fine. They even did a free oil change!

The technician noticed that the rubber 'stopper' where the right headlight wiper rests above the bumper had fallen off. He told me the plug prevents the wiper from slipping beyond the headlight and without it the wiper motor could burn out. I bought the plug for a few cents but when I tried to install it I noticed that the metal mount where the plug attaches was missing as well.

I haven't been back to the dealer, but I was wondering if this metal mount was part of the headlight housing or if it is a separte part I can install. For now there is no where to attach the rubber plug. Any suggestions?
