Cap on A/C Port S80

There is a black plastic dust cap marked "6 Nm" on the A/C port located at the top of the radiator on the left side (as you are facing the engine). It has a 22mm hex head. The problem is it won't come off -- it just spins round and round without backing off the A/C port. I even tried applying upward pressure with a hooked tool as I turned it with a socket, to no avail. I also tried using a pair of pliers and wiggling/turning with upward pressure to try and pull it off. No good.

I need to remove this dust cap to check the refrigerant level. Any suggestions? Is there some "special Volvo tool" that is usually used, and if so, is there a workaround for this? Or does the cap need to be cut off?
