Heated seat temperature sensor 850 1996

I have a '96 850R that I bought new. The heated seats were working just fine until I brought the car to the local dealer regarding Volvo recall on the wiring system for the seats. They are now not working. I called the dealership and was told that the seats are temperature sensitive to outdoor temperature (so I need to wait till winter to find out whether they're really working or not). That sounds too fantastic to me. Does anybody out there know whether that's true? Also,does anybody know a good detail shop for engine wash in the Seattle area?
