Stuck fuel door 850 1995

I see the metal wire with the two loops at either end. I see these hook into the door hinge one at the top and one at the bottom.

When I turn the door the whole thing moves, I don't feel any resisitance. I think the problem is the long metal wire between the two hooks is not going against the plastic hooks.

I will try and take a photo of it and download it through the Brickboard.
