slow respond during emergency brake 850 1995

I have purchased the RHD Auto T5R this April and it has 89000km on the clock now. It has been fantastic to drive but it has a very slow respond during emergency braking and seems there is a lack of vaccum assistant while the turbo is under pressure. Could that be master cylinder problem or something wrong with the turbo wastegate? Also the engine is using oil (approx. one litre every 500km), there is visible stain on top of the cylinder head near the oil filling cap. I have heard that it could due the the flame trap but someone mentioned that turbo do not have flame trap and I am confused. Please advise solution.
My example has the following modifications when I bought it:
AP Racing cross drilled front discs, sport spring and damper.
