One is not always lucky enough to where you can epoxy the broken plastic. I've been lucky sometimes but not always, sometimes a new steering wheel is required. It's worth trying to epoxy it if the damaged plastic isn't too bad. Be sure that the SRS contact real doesn't move when the wheel is off or it'll break. There's a set screw inside, under the airbag to hold the contact reel but remember to unscrew it before re-installing, turning the wheel.
When the airbag if removed, do not turn the ignition on or you'll set a code and the SRS light will then be on, system inop until reset. Not a big deal on a '94.
