Dead Short in key 'on' posistion V70-XC70 1998

'Afternoon everyone...

Just got back from vacation and now our V70 won't start. The symptons are a tad strange in that with the key off and the battery fully charged, I get 12ish volts across the terminals, and all non-keyed accessories "work". When i set the key to "on" (but not "start"), the voltage starts dropping rapidly, and with a battery charger attached, it startes drawing over 10 amps (according to the charger). This is without trying to start the car, just in the "on" posistion. I've tried a known good battery and I get the same symptons. My question is - what could cause what appears to be a dead short without engaging the starter? It was *fine* when we parked it 10 days ago with no indications of anything amiss.
