A/C blowing mild not cold! 850

i find on a very hot humid day in slower traffic mine blows cold. Highway - when compressor is pumping faster it is ice cold.
When its just a hot day (no humidity) it blows ice cold.
On the humid days I get huge puddles from the a/c drain a trail of water when I'm moving slow.

Usually the sign of having low refriderant is the compressor start cycling at a traffic light or in park. Is your car doing this?
