Performance Reduced message S60 2001

Has anyone heard of the Performance Reduced message? It comes for no apparent reason in my message board. Even the local Volvo repair shop had never heard of it. The message appears and then just as if cruise control were on I am unable to accelerate. I have to pull over and turn off the engine for a short time and then restart. Once restarting the vehicle seems fine with the light gone. However, it does come back but I am unable to predict when it will happen again. I have replaced the air filter and the spark plugs with Volvo issued parts. If anyone can shed some light on this I would really appreciate it. Thanks
