Engine Revs. 850 1996

When starting from cold (around 70 degrees in Florida), my 850 turbo revs to around 2000+ rpm and then slowly drops back to around 850 rpm. This is new, and has only happened since I had the timing belt changed. I am under the impression this is not correct, but being technically inept, what should I do, or more likely, have done?
