I can bet I know the answer.

I have a 97 850-R that had the same problem. It actually is the brakes--not the rotors per se, but the pads. They make the car shudder like an aircraft does when slowing down on the runway.

Long story short, get OEM Volvo pads and your problem should disappear. OEM pads are softer than aftermarket pads which is what I am willing to bet you have on there now.

If you feel the need to swap out rotors too, then do this: I just changed mine with no problems: Go to www.fcpgroton.com and buy Brembo equivalent rotors and OEM Volvo pads. The whole thing for the rear will cost you under $100, the front a bit more. Your problem will disappear.
