Check Engine Light (CEL) C70 2000

I am dizzy from all the readers mentioned in various threads.
I didn't mind minor investments in equipment in the past, but I'm running scared on this one as it ain't minor and is not always fully compatible or upgradable.
What's the latest and greatest:
1) generic OBD-II reader
2) higher level non-generic reader

Are there any new madated specs. coming down the pike soon which would make them obsolete? I'd also be willing to use my laptop's USB port if that's desirable.

At least I can check settings on my 1990 Mazda using my timing light and dwell meter if I ground (using a paper clip) one of the links in the diagnostics plug!
