dash removal help! 850 1995

This afternoon I started removing the dash to get into the evaporator core to replace it. I have the dash loose where it seems would come free, but the steering whell is in the way. Do I remove the wheel, or the cover below it? The bottom cover doesn't seem to come off easily, neither does the cover around the ignition and the turn signal lever. Any advice would be appreciated.
