Whirring is almost definately the wheel bearings. However, you should notice some change in the whirring when you turn the wheel at higher speeds. It should get louder when you turn the wheel a little one way and queiter when you turn it the other...this is because you are putting more or less stress on the bad wheel bearing. Don't go too long cause you could score the hub and that is extra money then.
