Is it a squeal or a whine? 850 1996

Please help, it'll drive me crazy! Owned the car a year and put about 10k on it for a total of 90k now. Recently, the car began to squeal or whine intermittently at highway speeds (60 and up). Sometimes it's constant and other times it comes and goes. It sounds like when you fill a balloon up and squeeze the openning flat while you let the air out, but it is very loud in the passenger compartment and sounds as though it is coming from somewhere under the dash but I cannot seem to locate an exact location. It seems to occur independently of engine RPM, or turbo boost,or whether the ac is on, or whether the blower is on, or whether the recirculate is on. Anyone ever encounter this problem or know a good therapist who can help me deal with it?
