Parking brake problems

Hi all, I have a 1998 S70 that in general has been working great, but I recently have a problem with my parking brake. I pull on the handle, and tension goes into the parking brake cables, all the way to the brake housing at each of the rear wheels. The right side works fine, but on the left side, the cable does not activate the parking brake shoes, or give any sign of movement at all! It is as though it is snagged or something in the brake housing. I don't know if anyone else has had this problem before?

I have taken the brakes apart and lubed the mechanicals of the parking brake assembly, but to no avail. I don't think its rust in the line or anything like that, but I could be wrong...
